Nigerian Army Debunks Reports of Delayed Promotions, Reaffirms Commitment to Personnel Welfare


The Nigerian Army has dismissed a report by an online platform, Sahara Reporters, alleging delayed promotions and stagnation of pay for its personnel under the leadership of the Chief of Army Staff, Lieutenant General Olufemi Oluyede.

In a statement signed by the Acting Director of Army Public Relations, Lieutenant Colonel Appolonia Anele, the Army described the publication as “misleading and malicious,” emphasizing that promotions within the force are strictly based on merit, adherence to laid down procedures, and the availability of vacancies.

The statement cited the Armed Forces of Nigeria Harmonized Terms and Conditions of Service (HTACOS) 2024, which outlines comprehensive guidelines for promotion from the rank of Private to Army Warrant Officer. It stressed that promotions are granted based on performance, completion of relevant courses, medical fitness, service duration, and recommendations from constituted Promotion Boards.

“The current Army leadership has consistently prioritized the welfare of its personnel,” the statement said, highlighting initiatives introduced by General Oluyede, including the doubling of the Ration Cash Allowance and enhancements to the Army Welfare Loan Scheme to support Small and Medium Enterprise (SME) development and asset acquisition.

The Army further clarified that adjustments to pay structures fall within the constitutional responsibilities of appropriate federal institutions, not the discretionary powers of military leadership, refuting any claims of pay stagnation as false and unfounded.

Reaffirming its professionalism and discipline, the Army accused Sahara Reporters of promoting “anti-military bias” and attempting to destabilize troop morale through disinformation. The statement urged the public to disregard the publication, which it described as lacking substance and credibility.

“The Nigerian Army remains committed to excellence, transparency, and the welfare of its gallant troops in service to the nation,” it concluded.
