NAF Unveils Landmark Civilian Harm Mitigation Action Plan at 61st Anniversary Seminar


In a significant move aimed at reinforcing civil-military relations and minimizing civilian casualties during military operations, the Nigerian Air Force (NAF) has officially launched its Civilian Harm Mitigation and Response Action Plan (CHMRAP).

The groundbreaking initiative was unveiled during a flagship seminar marking the NAF’s 61st Anniversary, held at the NAF Officers’ Mess and Suites in Kado, Abuja. The seminar, themed “Optimizing Civil-Military Relations in a Joint Operational Environment for Enhanced Air Operations,” highlighted the importance of integrating humanitarian considerations into air operations, particularly in asymmetric conflict zones.

Describing the CHMRAP as a “bold and unprecedented initiative,” the Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, said the action plan is the first of its kind within the Nigerian Armed Forces. “This policy framework is designed to guide our efforts in reducing the scale and impact of harm to civilians during air operations. It formalises our operational values of precision, accountability, and restraint,” he said.

Reiterating the Air Force’s commitment to democratic principles, Air Marshal Abubakar affirmed that the NAF remains apolitical and adheres strictly to the rule of law and human rights. “Our allegiance to constitutional governance reflects our enduring dedication to protecting the sovereignty and unity of our nation,” he added. 

The CAS emphasized that civilians are a critical partner in the country’s security architecture, noting that “national security is a shared responsibility.” He said the CHMRAP represents the NAF’s commitment to conducting military operations with “compassion, responsibility, and respect for human life.”

Air Marshal Abubakar also expressed appreciation to President Bola Ahmed Tinubu for his continued support, especially in the recent acquisition of modern air platforms such as the AH-1Z attack helicopters and M-346 fighter aircraft. These, he noted, will enhance precision in air operations and help further reduce the risk of civilian casualties.

The seminar featured a keynote address delivered on behalf of Borno State Governor, Professor Babagana Zulum, by the State Commissioner for Information and Internal Affairs, Professor Usman Tar. Also included in the programme were two lectures—“Building Trust and Cooperation for Sustainable Civil-Military Relations” by Professor Usman Istifanus Zabadi, and “Civil-Military Relations and Operational Effectiveness: NAF Operations in Perspective” by retired Air Vice Marshal Olatokunbo Adesanya. The lectures were followed by robust discussions that deepened understanding and engagement on the issues.

The CHMRAP is expected to serve as a model for military operations in Nigeria and beyond, reinforcing the NAF’s commitment to transparency, accountability, and human dignity in all its engagements.
