House of Representatives Clarifies Position on Draft Bill for Regional System of Government


The House of Representatives has issued a statement to correct misleading media reports regarding a proposed draft bill that seeks to return Nigeria to a regional system of government. The House highlights that there are three established channels for proposing constitutional amendments, which are:

– Honourable members proposing a constitutional amendment bill

– Individual citizens and groups submitting memoranda to the Constitution Review Committee, which must be sponsored by a member

– Executive bills from the executive arm of government

The House emphasizes that the draft bill authored by Dr. Akin Fapohunda has not been presented to the House Committee on Rules and Business or the Constitution Review Committee, contrary to reports. The House has neither endorsed nor rejected the proposal, as it is not currently before the House for consideration.

The House encourages open and progressive discussions on improving the country, acknowledging the constitution review process’s guidelines and limitations.
